A large U.S. refinery was engaged in a complex, multi-party negotiation for an environmental consent decree involving federal and state EPA, the DOJ, and NGO stakeholders. The matter required executive-level coordination, strategic positioning, and credible documentation in response to evolving regulatory expectations.
Challenge / Opportunity:
The refinery was navigating evolving regulatory expectations alongside internal transitions, including staff turnover. The proposed terms were highly technical, and internal teams needed greater structure and coordination to respond effectively and meet the demands of multi-party negotiations.
Solution:
Led a cross-functional review of proposed commitments, organized internal strategy sessions, and advised the executive sponsor and legal teams on negotiation strategy. Drafted regulator- and NGO-facing communications, prepared briefing materials, and coached executives for agency and public engagements. Partnered with legal to consolidate key facts and develop a credible negotiation narrative.

A petrochemical facility received a formal Clean Air Act Section 114 request from the EPA, requiring timely, accurate disclosure of extensive emissions and compliance data. The internal compliance team was lean, and the organization lacked the structure to deliver a coordinated response.

Without dedicated agency response infrastructure or clear documentation pathways, leadership risked delay, misalignment, or escalating enforcement.
Solution:
Drafted and organized briefing documents, facilitated legal and quality reviews, and coordinated response inputs across EHS, legal, and operations. Coached executives on tone, language, and posture in all agency-facing communications to reinforce credibility. Liaised with the federal EPA inspector to clarify requests, answer questions, and address concerns.

The agency response was submitted on time, fully aligned, and professionally presented—reducing enforcement risk and reinforcing the plant’s credibility with federal regulators. The effort involved coordinating a 5,000+ page response across legal, EHS, and operations teams, demonstrating strong execution discipline, cross-functional alignment, and credibility in regulatory response.

Overview:
Following a regulatory incident involving drinking water compliance, a nuclear facility faced public scrutinty, community advocacy, and formal oversight from the NRC and the state Attorney General. The utility engaged in a series of public meetings and community outreach efforts, including collaboration with nonprofit stakeholders, to rebuild transparency and trust. As part of the utility’s external affairs and environmental teams, I supported efforts to improve transparency through public meetings and direct community engagement.
Challenge / Opportunity:
The utility was under pressure to explain a compliance incident to a skeptical public while managing attention from regulators and the media. The challenge required translating complex environmental data into plain language and delivering communications that were both credible and timely.
Solution:
Developed and delivered talking points, helped prepare statements for public forums, and served as a technical environmental speaker at NRC public meetings. Organized fact briefs and collaborated with legal, communications, and nonprofit partners to ensure messaging was accurate, aligned, and responsive to community concerns.
Outcome:
Community members received clear, credible information. Public engagement events were well-coordinated and responsive to concerns. The organization improved its relationship with the public, built goodwill, and positioned itself as a transparent operator in the wake of enforcement.

Overview:
I led the design and launch of the first Environmental Compliance PMO at a major refinery, using a scaled agile model to execute a complex consent decree across cross-functional teams, tight timelines, and evolving regulatory expectations. I developed the business case, secured executive alignment, and established the operating structure needed to coordinate delivery in a high-pressure, highly dynamic environment.
Challenge / Opportunity:
Many staff were unfamiliar with the complex requirements of the consent decree, leading to confusion and execution gaps. The teams—made up of both contractors and internal employees—had limited experience with agile ways of working. Compliance, operations, maintenance, and learning groups lacked alignment, a shared understanding of regulatory requirements, and the structure to execute effectively.
Solution:
I led the stand-up of a six-squad scaled agile PMO, acting as strategist, advisor, and agile coach. I translated complex regulatory requirements into actionable backlog items, trained Product Owners and Scrum Masters, and advised department leadership on structure, team cadence, and strategic prioritization. I also embedded agile practices, established operating rhythms, and provided hands-on coaching to ensure regulatory deliverables were understood, assigned, and executed.
Outcome:
This became the first scaled agile compliance PMO in the company’s global refinery portfolio. I designed and implemented the delivery model that enabled regulatory requirements to be translated into coordinated team actions with defined roles, cadence, and oversight. The structure was successfully launched and transitioned to internal teams for continued execution.

At a major U.S. refinery, I led the launch of a comprehensive Operations Excellence PMO designed to improve process safety performance, strengthen organizational alignment, and establish consistent governance across 24 operational teams.
Challenge / Opportunity:
The refinery faced inconsistent execution across key programs and lacked visibility into initiative progress. Governance systems were fragmented, and leadership needed a more structured approach to align safety and operations functions while embedding foundational change management practices.
Solution:
I designed and implemented a scalable, multi-program PMO structure. Leveraging agile principles, I accelerated learning cycles and guided the adoption of Azure DevOps and Power BI to enhance visibility. I developed strategic dashboards that integrated operational and safety metrics, coached team leads on execution strategy, and supported executive communications. One key outcome was a unified strategic plan that aligned the Operations Excellence program improvement initiatives across teams.
Outcome:
The PMO became a trusted execution hub—improving transparency, alignment, and accountability across the organization. My leadership enabled cross-functional buy-in, advanced data-informed decision-making, and equipped executive and frontline teams with the tools to monitor performance and drive execution with greater consistency.

At a petrochemical manufacturing facility under IEPA enforcement, compliance performance had eroded due to staff turnover and lack of embedded systems. Environmental requirements were not consistently reflected in frontline operations or maintenance practices leading to poor environmental performance and increased regulatory risk.
Challenge / Opportunity:
The plant lacked aligned metrics, clear ownership of compliance tasks, and visibility into conditions that could lead to non-compliance. Regulatory commitments were not systematically embedded into daily operations, creating elevated risk to the facility’s license to operate.
Solution:
As Air Compliance System Owner, led the turnaround of the facility’s air compliance program. Implemented compliance metrics, aligned alarm systems with operator response expectations, and facilitated operator training. Coached plant leaders and frontline staff, conducted quality reviews of investigations, and led cross-functional reviews of recurring compliance gaps. Engaged directly with IEPA permitting and compliance staff to remove constraints and enable more flexible operations.
Outcome:
The plant saw a marked improvement in environmental performance, including a reduction in repeat compliance events, enhanced reliability, and fewer enforcement actions. Regulator credibility increased, and internal ownership of compliance strengthened across departments. Through cross-functional coordination, frontline coaching, and system redesign, the facility began to embed environmental accountability into daily operations—shifting the culture from reactive compliance to shared responsibility.

Provided strategic advisement post-incident, served as an environmental liaison, and mentored junior environmental staff through regulatory interactions. Coordinated document preparation, regulatory interface strategy, and cleanup oversight to meet follow-up agency expectations.
Outcome:
I provided post-incident advisement to prepare for anticipated documentation requests from the CSB, EPA, and NTSB. While the organization remained under strain, leadership gained clarity on future regulatory expectations, and junior staff were better equipped to support ongoing compliance and risk management efforts.
